Voting improvements

-Vote cooldown: Vote spamming has been an issue that I have encountered where a player will keep initiating a vote until it goes through such as a server regen. Currently the only solution is to patiently deny them each time, or initiate a vote kick on them.

I would prefer to see a cooldown for initiating a vote for each player of at least a day or alternatively, a day cooldown for each type of vote regardless of who initiates it. I say this because I think both votes are serious last resort actions and should not be so easy to abuse as you cannot just ignore them which distracts from the game itself.

-Kick Justification: The other issue I have seen a bit of are votes that are either unjustified or otherwise not properly explained, as such I think there should be the option to add a written reason for the vote kick when initiating it, perhaps making it mandatory depending on circumstances.

Of course this comes with the risk of people lying about their reasons though that happens anyway...
