Fast Harvesting Perk Applies to All Characters

I've encountered a problem where my character's perk (the ability to instantly gather materials) also gives other characters in the server the same perk when I'd like it to be unique to him. I'm sure there's a simple solution to this, but I have next to no experience with modding or lua, so any help would be really appreciated! Maybe I've just placed the code in the wrong spot or something? I've attached the file, so I hope that's enough to go off of. I apologize if I missed anything.
