[Occupational UD] Auto-leveling and Job Stats

I'll say at the outset that I liked the changes to dupes made in the occupational update.  I liked the elimination of super dupes and super fast dupes.  And I liked the stat bonuses for jobs being significant and increasing with each tier.  I hope they bring them back.

My suggestions are minor about auto-leveling and a rationale for job based stat increases.

First, about auto-leveling: have it, but slow it way down.  Auto-leveling should make good dupes better, not make all dupes great.

Secondly, as a reason for why dupes lose skill when they change jobs: it's because the bonuses are equipment based.

Tier 1 Apprentice Miners use the Digmaster 1000 mining tool. which gives them +2 the their Dig skill.  When they graduate to Tier 3, they become qualified to use the Digmaster 2000 which increases their Dig skill by +4 and so forth.

Builders use Buildmaster Tools, Operators use Personal Data Assistants, Farmers use the Harvestmasters, Couriers zoom around on Rollerskates etc.  In each case, increasing their job tier gives dupes access to more powerful equipment which grants them greater skill bonuses, but these bonuses only apply so long as the dupes are using the equipment in the performance of that particular occupation.
