Is there a way to make some kind of 'speed aura'?

Hi there, I'm trying to make an item mod where, upon dropped on the ground, will give a speed boost to surrounding players in a large area. It's basically something like a 'Sanityaura' kind of thing, but I see there's no such thing as a 'Speedaura' lol, so I was wondering if it's possible or not. 

I'm still somewhat new to this whole modding thing, so any help is appreciated.
