Please help, I can't enter debug mode

I just want to go into debug mode so I can use the editor. I tried following the instructions on here:

And here but nothing works. I'm at my wits end. I create the file, exactly like it says, but pressing backspace does nothing. I'm on Windows. I tried putting the file in:

C:/Users/USERNAME/Documents/Klei/OxygenNotIncluded

C:/Users/USERNAMEy/Documents/Klei/OxygenNotIncluded/save_files

Since saving the file in neither place worked, I created the folder OxygenNotIncluded_Data that is supposed to exist in the root but wasn't there originally:

C:/UserUSERNAME/Documents/Klei/OxygenNotIncluded/OxygenNotIncluded_Data

Creating the file debug_enable.txt and saving it in any of these locations does not work. Where is the file supposed to go? What am I doing wrong?

You need to paste the file in your instalation folder, not documents.
