How to make a custom character with the same perks as existing characters?

Brand new to modding. I followed the Extended Sample Character Template tutorial to make a custom character, but I am wondering how I could go about reusing perks that existing characters have. To start I am just wanting to make a reskinned Wilson. How can I add in the beard growth code and art? I am also wanting to do a reskinned Wigfrid and am not sure how to convert her bloodlust buff over to my custom character.
