Ability Help (No Progress)

First of all, i want to make an really complex Ability and i´m very sorry that i couldnt do anything myself cause im new to this.

I hope my english isnt too bad, cause im very sleepy after searching the whole night for code
My Idea for this Ability is, to charge the character by right pressing an lightning rod(or anything thats electrical), and then be able to toggle it on/off until the charge has left(maybe 2days), boosting Speed/attackspeed, turns my dmg to electrical dmg and gives me an aura thats providing light in an small area arround me.

the electric dmg isnt really necessery, but i came to this idea after looking on the lightning goat, which has this feature.

hopefully everything i mentioned above is possible but if not, im really really happy about everything i can learn here^^
