Decor Expectations vs Leveling Up

Is there any way we could get decor values to at least cap out at a certain level? 

I just abandoned a fairly successful colony because all my level 30 runners were complaining about having 250 "drab" decor, and I decided having half the colony constantly using massage tables was a bit ridiculous.

 

The stress on the replicants gets higher as you inevitably expand and have to travel more to gain more contaminated water//oxygen, so it's not as if it'll make stress less of a factor in the game.

It's just annoying there's no physical way to please high level replicants.

Also, could the energy output of the manual generators somehow reflect the speed on which they're turned?
It's amusing that a level 1 replicant is as efficient as a level 10 runner.
