Save File Format

Does anyone have any information on the save file format? It appears to be base64 encoded. I can decode and re-encode the files just fine, but upon examination, two save files only a second apart have almost 98% differences. This post on the wayback machine mentions something about LUA mapping. Either the data is re-arranged every save, this is a RAM dump or the data is encrypted. 

Any ideas? Kevin from the Dev Team? You still around?
