Download Mods(0) FMOD Error

I currently have a dedicated server that works without mods. I have tried to enable mods within this server, and this is the error message i am getting. I have followed this to make my server

I think I had the same issue as you, though you aren't reporting that your dedicated_server_mods_setup.lua file is being overwritten on startup--is that happening to you?  I followed the same guide as you did.  When I tried to get my server to run mods, I noticed, as you did, that it would not download any.  When I double-checked dedicated_server_mods_setup.lua and modsettings.lua, though, it showed that all my changes were gone.

It turns out that the StartDSTServers.bat script from that guide contains the "validate" option, which will overwrite the files.  After I removed that line and restarted my server, my mods worked flawlessly.  See my thread for additional details, hopefully it helps you! :)
