i can use client mod but not server mod

Combined Status mod is client mod.

Your Always On Status mod isn't a server mod. It's a single player mod. There's no CAPY_DLC in DST.

You enable server mods on the mods tab when you are creating a world, not on the mods menu of the main menu.
