Custom Mod: Sanity + Perks?

Hello all! I recently completed a mod and am looking to fix her up a little. This is my first time working with code, and if anyone could help me out, I'd really appreciate it!

 

I want the character to gain sanity when it's raining, the more moisture, the higher sanity buff. If possible, I'd like a way to negate the freezing that comes with full moisture. I'd also like any tips on how to change overheating/freezing percentages.
