[General] - Error on load: "attempt to index local 'unitData' (a nil value)"

Issue Title: Error on load: "attempt to index local 'unitData' (a nil value)"

Issue Description: When playing the attached detention center level yesterday, I noticed that I was unable to release the detained agent. After activating the security computer to open the cell doors I still wasn't able to select the agent. Instead I was able to activate the computer again and again, but without any noticeable effect.

Hoping that this might fix the issue I saved/exited and then restarted the save. When I did this, however, I got the following error:

game/sim/simfactory.lua:17: attempt to index local 'unitData' (a nil value)

I am able to select "Continue" and start back from the moment before I was trying to free the agent, but activating the computer had the same effect as before.

Steps to Reproduce: 1. load the provided save

2. "Continue"

3. activate the cell doors computer

4. try to activate the detained agent
