Issue Title: Mac computer unable to connect with none workshop mods

Issue Description: I don't have a mac so I don't have any issues but I have a friend who uses a Mac. We use none workshop mods sometimes and for some reason even when we share the same mods.

It keeps saying "disconnected due to missing mods" whenever they try to join or if I try to join their server. So far all my friends who use PCs had not had this issue with joining.

I'm not sure if other people are having this problem. But before the update with the new menu, my friend was able to join using non-workshop mods, now they can't unless they are subscribed to a mod in the workshop.

Steps to Reproduce: Have a Mac. Download non-workshop mods and try to join a server with friends using PCs with the same non-workshop based mods. Or you can invite friend that has PC with non-workshop mods into your server.
