Background Input for Controllers?

Hello, I was just wondering if there is a way to enable or somehow allow background input from an Xbox 360 controller to play the game.  Me and my little brother are huge fans of DST, and while we enjoy playing with strangers online, we really would like to play with each other on the same computer.

 

Long story short, we are able to open two instances of DST with two instances of Steam so we can play some online multiplayer-only games together on the same computer, such as Payday 2.  The problem is that one window must be in focus, while the other is not, and thus only one window can be controlled at a time.  I've tried looking all over the internet, and I couldn't figure it out.
