Issue Title: Central comment both "fled" and "dead" when a financial executive is shotted unconscious but then flees

Issue Description: Save file slot 2 is the turn before the financial executive ran away. Central will first blame you for letting the target fled, and then say you let the target die.

Steps to Reproduce: In a financial executive mission, use a ranged weapon to take down the financial executive but never approach him to scan. After he wakes up and get away, Central will treat him both fled and dead.
