Issue Title: Camera Drone Glitch

Issue Description: I hacked a camera drone and after 3 turns (because i had leash) it went KO but when Dr.Xu localy EMPed it did its kill animation instead of just sparks.

Steps to Reproduce: 1.Hack a Camera Drone with the leash program on incognita.

2.Wait for the drone to KO.

3.Now with the drone KO have Dr.Xu use his local emp to kill it and the kill animation plays as if it were up.
