Issue Title: "transfer item action" is not appearing in particular occasions

Issue Description: The "transfer item action" was not appearing in a particular moment. I tried out some stuff and came up with this:

* While I was zooming out the action appeared, but when I fully zoomed out it vanished again.

* When I was zooming back in the action appeared, but when I fully zoomed in it vanished again.

* When I rotated the camera the action appeared, but when I rotated back the action vanished again.

Steps to Reproduce: I was trying to transfer items from an agent at the door to an agent pinning a guard.

Since last post I forgot to attach the savegame file and lost the debug description, I started a new story campaign and managed to reproduce the bug.

 

 

* It`s clear this time that one action is overlaying the other.

 

* Sometimes the "steal action" overlays the "transfer item action".

 

* And sometimes the "transfer item action" is the one overlaying the "steal action".

 

* Since this bug is "action related" I tried to surround my agents with a fair number of actions, for example having:

• a door or a safe next to an agent
• an agent pinning a guard
• two agents in adjacent tiles
