Issue Title: Hound attacks are not affected by server settings

Issue Description: No matter what you set hounds to when setting up a server, they will always use the default number of hounds. This is because hounded.lua sets the _attacksizefn variable appropriately, but it is not used in the CalcPlayerAttackSize function. In the CalcPlayerAttackSize function, the size of a players attack is set by how old the player is with no provision for override by a constant attack size.

Steps to Reproduce: Set hound numbers to less.

Play Don't Starve Together for a while and observe larger attacks with time.

Examine hounded.lua for cause.
