Why can enemies enter the starting room now?

Seriously, I'm playing on Expert Ironman, and sometimes I got screwed by pure RNG. Is there a particular reason for this game design decision? It puts you in an awful spot, with, at best, a downed guard in turn 1 (okay, okay, sometimes I managed to hide) and at worst crazy alarm levels (**** you Sankaku). Why is this a thing again? I'm not against the idea in theory, but the generation algorithm doesn't always ensure you have a fair chance to not be instantly detected. Sometimes the starting room is empty, or the adjacent rooms are choke-full of guard and cameras, etc.

HI Szjara, there's an option to turn it off in the generation options if you'd like! Personally, I like it because it forces you to be on your toes from the moment you enter the building, but we understand that's not the way everyone wants to play.
