[Client Crash] - "Steam Workshop: Checking workshop subscriptions"

Issue Title: "Steam Workshop: Checking workshop subscriptions"

Issue Description: I want to install a mod, but when I subscribe on the mod at steam's workshop and then, I open the game, I click on "Mods" and then the message "Steam Workshop: Checking workshop subscriptions" shows up and does not disappear.

(I tried to reinstall the game several times and I still have the same problem.)

The file attached is a print from the problem, it was loading for more then 3 hours.

Steps to Reproduce: In my game I just subscribe to a Mod at the workshop, I open the game, click on "mods" and the message shwos up and does not disappear.
