Layering Issues (augh)

Ugh! We're trying to have someone have long hair but the lowerarm went under the hair layer naturally. We just pushed the arms (upper AND lower) up to be over that, but now the upper arm goes over my entire face. Whaatt? Help! ;-;

@Lukasai, I've never made character art myself, but isn't there a pigtails layer to the hair (e.g. like Wendy's and Wigfrid's)? You might be able to have some of the hair on that to give the impression of long hair, although the animations may make it move in weird ways...
