[Help] Modding Rain effect on a character

hopefully this is not a stupid question

I have been looking around for a while and have not found an answer

I am completely new to character modding as this is my first time doing it. (I'm more of an artist)

I already have pretty much everything set up for my character (strength, health and so on) except I do not know how to change rain effects.

 

I am wanting to have the character's sanity go up in rain, how do I achieve that? 

If you can dumb down an explanation as much as possible that would be greatly appreciated.

or if you can link me to a forum I may have missed that explains this, I would appreciate it too.

okay, so I think I got it. the game didn't crash when I started up the mod and the character still works fine... but... how can I test it? is there a way I can make it start raining rather than having to wait until it rains normally?
