New modder with a hat problem

I made a small hat, and plan to make a few for a charecter mod I am making, and I am wondering what the heck I did wrong. I can see the hat in game and in the inventory, and it seems to equip fine. I even see it on the ground.

 

So what I think is happening, and please tell me if I am right or wrong. Is that the hat is hiding either behind the face, or behind the hair of other charecters. OR I have not done some step in item creation, and I'm just not experienced enough to know what that step is.
