Unable to get Marked achievement (design bug?)

My game is currently in a state where I cannot unlock a specific achievement, specifically, the Marked achievement for unlocking all of the upgrades.The last point I needed for the last upgrade was at the end of the last level during New Game +. But from that point on, there were no opportunities to go into the upgrades screen. I completed the game, and now there's no way to enter the upgrades screen or start a new NG+. When I try to start a new game, I just get dumped back at the beginning of A Moonlit Garden.The only option I can see is to delete all of my progress and start over again from scratch. Surely you can't have meant it to be this way and I'm just overlooking something?

You can access the upgrade screen from the start of any mission and/or when you come across the little black flag (where you upgrade or change your loadout) during missions. Just restart any mission on Standard or NG+ and you will be able to unlock the last item.
