[Gameplay] - non consistent mod list

Issue Title: non consistent mod list

Issue Description: Each time i start the game a different list of mods is installed/active.

Of the 16 mods i have subscribed to in the workshop, a max of 12 show up, though most often i don't see more than 7.

Which mods these are seems to be random.

i've unsubrscribed from all the mods, and reinstalled some.

i've removed local content and reinstalled the game. the problem seems to be persistant for me, though friends with the same mods dont seem to be able to reproduce the issue

Steps to Reproduce: start the game, see less mods enabled than last time. goto mods, load from workshop, see a random list out of the subscribed mods.
