Issue Title: Restarting a "Lights Out" (always night) server causes birds to appear

Issue Description: When first creating a "Lights Out" server, or a custom on that is set to always night, birds do not appear because it is night time. However, when restarting the server, birds will appear, drop seeds, and continue to appear from then on.

Similarly, the pig king will be asleep when the server is first made, but will be permanently awake when the game is restarted.

Not a big deal in and of itself, but may help diagnose other issues with custom settings.

Steps to Reproduce: Create a "Lights Out" server or use custom settings to make it always night time.

Birds will not appear because it is night.

Restart the server.

Birds will appear even though it is night.
