Issue Title: Anatomy Analysis doesn't prevent tracker increase

Issue Description: Deckard has the Flurry Gun and Anatomy Analysis, however I just shot a guard and the Alarm Level went up two points. The alarm didn't sound, but the alarm level did go up.

Steps to Reproduce: Give Deckard the Flurry Gun and Anatomy Analysis, have him shoot a guard
