Issue Title: Melee overwatch is ineffective vs recovering guards

Issue Description: Sometimes I want to re-stun a guard, but I cannot as he is KO'd. Instead, I place my agent next to him on melee overwatch so they can melee him when he gets up (why I can't just stun him where he is... I don't know).

However, if he stands up facing in the direction I am, he will go into overwatch before the melee occurs and will no longer be melee'able on my turn. It's hard to believe a KO'd guard is capable of recovering, drawing his gun and pointing it at an agent before they can melee him... although really they should just be able to stun him again on the ground.

Steps to Reproduce: KO a guard, wait for him to have 1 turn left.

Go into overwatch in the square next to him (has to be a direction he checks when he wakes up).
