For some reason I can't make a new topic in the bug tracker forum. I just finished unlocking everything and it's too demoralizing to try and grind back up. joeman137 Posted October 25, 2014 Author Share Posted October 25, 2014 I was actually able to unlock everything by setting the xp value to 60000 and retiring an agency.
