Issue Title: Putting rain on lots in world presets doesn't give infinite rain/snow

Issue Description: I wanted to make a DST world which had perma-rain and snow, to make it extra though. So I put the rain on lots in the world presets. Sadly upon arriving on the island there was no rain. In the 12 or so ingame days it only rained 2 times or so, as if the rain preset is still on default...

Steps to Reproduce: - Start a new world and put rain on lots

- Create the world and join it

- Lack of rain
