Issue Title: Game freezes on end turn

Issue Description: Game freezes when hitting end turn. Can tab between agents and pull up Esc menu but action icons do not show and game will not progress.

Steps to Reproduce: INVISIBLE, INC. branches/EarlyAccess_Oct14.113680 USER '70393530@steam'

OS: Windows (WOW64).6.1.1DB1
