Issue Title: Log Out > Save and Exit doesn't save the game.

Issue Description: I've noticed that when performing upgrades to agent abilities, and then choosing "Log Out > Save and Exit," the game does not actually save any purchases you've made.

If, from that upgrade menu, you instead choose "Mission Selection," the game will save your progress.

This may be tied, or similar, to the reported issue in http://forums.kleientertainment.com/topic/39791-general-save-game-vanishes/

Steps to Reproduce: 1. Load a saved game

2. Navigate to Upgrade Agents

3. Purchase any upgrade

4. Click Log Out

5. Click Save and Exit

6. Exit the game.

7. Launch the game and load your save

Your save will have reverted to a state prior to the upgrade purchases.
