[Graphics] - Tooltips go offscreen in windowed mode after switching from fullscreen

Issue Title: Tooltips go offscreen in windowed mode after switching from fullscreen
Issue Description: After going into Fullscreen from Windowed, and going back into Windowed, the tooltips for the commands at the bottom left of the screen go offscreen instead of displaying above the mouse cursor as normal.

 

I've noticed that restarting the game fixes this issue, and the tooltips display correctly afterwards.

 

Steps to Reproduce: While playing, I switched from the display from Windowed (1280x720) to Fullscreen (1920x1080) for a bit, and I switched back to Windowed.
