Issue Title: Windows 8.1 DPI Scaling Bug

Issue Description: For some reason Windows 8.1 thinks the game is not 'optimized' for high DPI displays. So it forces the DPI scaling on the game. THis means when you try to set the game to the native resolution on the display (in my case 1080p) it actually makes it 2x larger than 1080p

Steps to Reproduce: 1) Run game directly from the exe using Windows 8.1

2) SEt the game to full screen

3) attempt to set the game resolution to the native resolution

Steps to fix

1) Right click properties of the exe

2) Combatiblity tab

3) Check "Disable display scaling on high DPI devices"
