Issue Title: Guard in overwatch will shoot another agent if he moves in his field of vision

Issue Description: Guard in overwatch will shoot another agent if he moves into his field of vision. Also the agent, who was discovered, can escape the guard during same turn. May be the guard should tunnel vision discovered agent.

Steps to Reproduce: -- Have one agent discovered.

-- Run with another agent in field of vision of the guard.

-- Escape with first agent.

Weirdly enough they shoot if another guards moves into the vision. It is really awesome to accidentally leave a door open, have one guard come into view to aim at me and be sure that you can just close it. Then a second guard comes from another corridor, sees you and aims. First shoots instantly and kills before the agent round starts.

 

Anyway, if you have two agents and move them alternating one tile at a time while making sure to move into the perception cone you can move freely. If you move into the full sight cone you get shot. It is kinda weird.

Isn't that just common sense though? If he's set to overwatch, he'll shoot anything that moves, so of course an agent running up to him would get shot. The first being able to escape after doesn't make much sense though, unless they only hold one bullet before reloading.
