Emulsifier should have Polluted Brine as a recipe.

While technically there wasn't a need for Brine before in the Emulsifier, since its only use (Waterweed) could be fed by Salt Water or Water, with the new Tubila requiring specifically Polluted Brine to grow, I think it's necessary to give us an actual way to produce the stuff that isn't reliant the new Geyser. Otherwise, on non-APP worlds, it's impossible to grow Tubila at all due to the lack of the Geyser.
