When running ONI even a new game start tends to stutter a little while scrolling around the map which get progressively worse as the game gets bigger.

 

However my Asus motherboard has some software package they call Armory Crate, which monitors system sensors, fans, controls lighting, and drivers updates, etc. If I run this while playing ONI it's much smoother. The duplicant and scrolling stutter is virtually gone. I don't actually use any of the profiles it allows to be set up and I don't think it implements a game mode or that sort of thing. Not sure if this is helpful in any way to developers looking to optimise this or any other game but just thought I'd mention it in case it helps someone. I've not observed this in other games I play but also haven't really looked for it.

If Armoury Crate is set to Silent mode games might stutter, because Armoury Crate will prioritize low fan noise over performance. This means a limit to max 60 fps, lower clocks, lower wattage, and heavy CPU thermal throttling. The Windows mode in Armoury Crate may also cause performance issues, depending on how the default power plan is set up in Windows.

You can either set Armoury Crate to Performance or Turbo mode manually when you play and switch back to Silent or Windows mode when you're finished, or set up a scenario profile in Armoury Crate so that it automatically switches profiles in the background whenever you play a specific game.
