[Bug] Cannot report bug in bug tracker...

The title pretty much says it all. I've found what I believe to be a bug, and cannot find it in the list of known bugs, fixed bugs or archived bugs.

Every time I click the button to submit a bug, I receive this message:

This same message occurs when using either Firefox or Internet Explorer.

Should I post the bug here instead?

EDIT: I can reply to already existing bug threads, but cannot create a new one.
