The boat structures (primarily the mast, steering wheel, and anchor) are meant to be an upgrade to simply rowing a boat; perhaps they are in multiplayer, but solo is too cumbersome to make heavy use of them most of the time, even if players eventually got used to it. It gets even more difficult if you choose to add non-boat structures there as well. My solution to this problem is allowing players to control all the sailing structures on the boat at once.

Since you can't attack, examine, or interact with anything else while manning a steering wheel, the buttons for those actions could be temporarily replaced with controlling the various boat structures attached:

- The examine button toggles all masts on the boat.

- The interact button toggles all anchors. 

- The attack button puts the player in aim-mode while controlling all cannons at once, syncing them together and allowing the player to aim in any direction. 

I do agree that simply allowing the player to control all structures by default has no logic to it; that's why there would two methods of doing so:

- Followers: Specifically, at least enough pigmen, bunnymen, or merm followers to man every sailing structure on the boat; perhaps they can even repair the boat/patch leaks for you if any appropriate material is present. 

- Wagpunk Invention: A steering wheel upgrade, or a new steering wheel entirely, that links to every sailing structure on the boat, allowing players to control the boat completely solo; its blueprint would be found in the junkyard, either in the Teetering Junk Pile or dropped from Scrappy Werepig.

- Wavy Jones: I personally just think the concept of Wavy Jones showing up to help you instead of hinder is cool. This could happen via a new craft similar to the wagpunk invention, wearing the Bone Helm or having the Shadow Thurible on the boat, or simply being shadow-aligned while having low enough sanity to summon him.
