This is to prevent players from swapping Wickerbottom for Maxwell immediately after crafting her books. The only person who theoretically needs the Wickerbottom locker, besides herself, is Maxwell. The others can't use the books. If Maxwell can't use the books fully, many will prefer to continue playing Wickerbottom. If they change it, they'll either lose all the benefits of books or switch to Maxwell, which is what this proposal is aimed at. I'm almost certain that many players enjoy the sheer number of useful and less-than-useful features of books. Many of them switch to Maxwell, keeping the books and the ability to use them, but losing the sanity issues. If this limitation is put in place, there needs to be at least one librarian in the world to use books. I didn't mean that Maxwell should completely forget how to read books, we just need to make Wickerbottom's presence mandatory. p.p.s. Maxwell has fewer sanity issues anyway, even with triple the cost.
