Pecuiliar save bug - can't change any settings, events don't work

So I have been looking for help with this here and there since ever but to no avail. The thing is that my very old save (which ZIP has been thrown around a milion times) seems to be corrupted somehow and doesn't accept changing ANY settings in the start server screen and also no events work as intended - for example now even though I got everything on default I can't build anything related to winter's feast and events only work if forced by the console command and reloading the save.

Turning off vultures is unfortunately not an option currently as well. If you want you can check out the save yourself but I checked it both on my PC and my laptop and I couldn't get it to work - even though other saves work normally! You can check out the builds as well while you're at it..
