Certain plants dislike being planted everywhere

With the biome system given some actual value with Boulderboughs, I think some rebalancing to these turtle-inducing plants is in order.

Banana Bushes, Monkeytails, Stone Fruit Bushes and Palmcone Sprouts grow half as fast when planted outside of Moon Quay, Lunar Island, Pearl's Island, and the Marsh. I'm excluding Oasis, since it's already one of the best base spots, and it would be more interesting to give more worth to basing elsewhere.

It'd be good to add Survivor quotes to indicate the plant doesn't thrive in the environment it's in, either before or after you plant it.
