A great way to add some new interaction and challenge to lunar hail would be to make it cover players and other creatures in addition to structures. PS look at my last thread as sort of a companion piece:

Lunar Hail on Players:

Unlike structures, lunar hail has multiple stages of accumulation on players. Gathered moon shards can be shaken off by spamming the movement keys but if players do not find cover the buildup outpaces the shaking and begins to slow down players, eventually covering inventory slots in lunar hail. If all inventory slots are covered, the player becomes immobile and must break free from the accumulated moon shards by (once again) spamming the movement buttons like you would do when frozen. 

In addition to shaking the accumulation off, other players can use pickaxes to clear their friends of any buildup.

 

Lunar Hail on Creatures:

Creatures are covered by lunar hail in the same way that structures are and have some neat perks when they are. Affected creatures have reduced movement and attack speed but deal extra planar damage (whether they are planar entities or not). 

Since the visuals might be to hard to implement for every creature, the most relevant ones would be Beefaloes, Tree Guards (trees are covered but they aren't?), and other giants. Smaller creatures like hounds or spiders would be unaffected.

 

New Bright-beaked Bird Behavior (I promise this is still related):

Bright-beaked Birds become hostile towards any victims covered in lunar hail, and will attack them in attempt to pry their beloved moon shards off of them. They can also call in additional birds to aid in their hunt, becoming quicker and more aggressive the more birds there are. This means that flocks of bright-beaked birds can quickly gather and overwhelm targets if they are not prepared, although they will stop attacking when the moon shards are removed. 

Also note that bright-beaked birds would be scared away if another creature (that they aren't hostile towards) moves near them.

The moon glass buildup reuses the symbols for snow, I think. So structures and plants have it, because they've had snow layers since vanilla, but mobs would need it added manually.

How could regular glass give creatures planar damage? They should probably deal electric damage, since infused moon glass also drops from the glass formation, or be lunar aligned.

Not quite related to the main point of the post but to spread the information, pressing buttons when frozen doesn't actually do anything, you unfreeze at same speed as when not touching your keyboard/mouse/controller.

I was not aware of this! It would be cool if mobs had snow layers as well, although I imagine this could be hellish to actually implement.

I just chose planar damage because it is additional damage that holds up in the lategame. If they just dealt extra non-planar damage (or electric damage) that would be fine too
