Bright-beaked birds have a chance to give you pure brilliance after you feed them infused moon shards, but that chance decreases after every pure brilliance that you get and only increases back up with time. More detailed explanation:

The chance is 33% by default, then, after you get a brilliance, it gets lowered by 10%, and if you feed it over half a day after it gave you brilliance the last time, the chance gets increased by 20% (but still only up to 33%, doesn't go higher than that).

So, if you keep getting brilliances, the chance would go 33% -> 23% -> 13% -> 3% -> 0%

If you feed it 2 shards after half a day after that (don't need to wait between shards), the chance'll go 0% -> 20% -> 33%

This seems to be confusing for many players, with many of them thinking that it's bugged due to the bird only giving you a few shards even if you feed it multiple stacks of infused shards.

To solve the issue, I suggest to make the birds have some glowing parts, e.g. some glowing glass in their bodies, that would glow depending on their brilliance chance (most brilliant glow at max. chance, no glow at 0% and less glow the closer it gets to 0%). This would give an indication that the bird is out of brilliance and needs time to recharge, and that the player could try to feed a bird with more brilliance in it meanwhile.

It is. Instead of killing birds, you need to wait for lunar hail, which will cause dead birds to fall from the sky, with 1-2 of them getting possessed.
