Bright-Eyed Frogs should appear from ponds during rifts

Rift frogs appear too rarely, which is bad because moon rifts have very few mobs.  I suggest that moon frogs appear from ponds during the opening of rifts and that the pond crystallize for a while after the moon hail. 

@V2C I don't want to distract the team, because I know how busy they are right now finalizing half of the update, but I am very worried about the state of the lunar rifts, because judging by the latest streams of any global changes after the closure of the arch, we are unlikely to receive any soon.
