Enable/disable - lock/unlock - allow tinker/disallow tinker (etc) tool

As the title says, I'd love a tool for these behaviors instead of having to go individually to each building and click the corresponding button. Since these are treated as "toggles", maybe the tool could be called Toggle and do that function for the different buildings? It could even have a selector on the type of toggle. Same stuff would also be great for other functions like autorepair. We have a tool for harvest and disinfect which I mostly never use, but the usage for the above functionalities is crazy, this would be a great improvement on quality of life as Disconnect was when introduced.
