Something on your computer is preventing the game from accessing the Documents/Klei/OxygenNotIncluded folder. This could be Controlled Folder Access (very likely) or third party software such as antivirus software. I discovered the issue was caused by my file protection settings not being enabled, which prevented the game from safely passing through the virus protection.
