Remove Character-Specific Scrapbook Notifications and Add Sort-by-Newest Option

I like the scrapbook as a feature that tries to solve the problem with DST where players feel like they're basically required to look at the wiki. However, the amount of notifications it gives is excessive, to the point where players disable it or ignore it entirely because they're used to it being nothing but an annoyance. If a scrapbook entry is already filled in, there's no need to notify the player again when they encounter it while playing a different character. The only new information in the scrapbook entry will be the character quote, which is already available to the player just by using the "examine" option. Also, there's no option to sort by newest entry added within each category, which means even players who are paying attention to the scrapbook have to scroll through a long menu to find whatever set it off. Adding such an option would make it infinitely easier to use the scrapbook.
