Order Rebuild Should Retain Priority

When you order a change material errand you can change the priority of the deconstruct errand but the build errand is always generated at the default 5 priority.  I believe if I change the priority of the rebuild both errands should get that priority.

Also, the change material mechanic is poorly implemented.  It's just a deconstruct followed by a reconstruct errand.  It should also retain whatever settings the building had before and whatever contents of the deconstructed building should carry over into the new building rather than be released into the environment.

I fully agree on that part, I tried implementing the "retain settings" in my mod "Better Rebuild".

I managed to make it somewhat work (it works but it doesnt survive save/load while the building is deconstructed), but the amount of hoops I had to jump through was pretty huge and annoying.

This could be implemented on Klei's side without such a hacky approach, but it would require adding a form of serializable data transfer to pretty much all buildings that can retain settings. This wouldnt be hard, but a LOT of work to do.

(I'm also working on a blueprint mod that does this to allow storing blueprints with building settings and there are still a lot of buildings that are missing such a transfer helper)
